General Import and Export Control rules

 

For Eurosatory 2024, the following general import and export control rules have been enforced by the French Customs. These rules only apply to countries not listed in the September 12, 2019 decision[1].

For countries listed in the September 12, 2019 decision, please refer directly to the organizer COGES.

 

Detailed procedures will be directly sent to each exhibitor regarding its exhibited products.

 

  1. Military weapons and equipment

 

French Customs refer to exemptions and have issued a temporary general authorization that will allow exhibitors to import and reexport the military weapons displayed on the Eurosatory Show without any further formality.

 

  1. Civilian weapons

 

French Customs refer to exemptions and have issued temporary general authorizations that will allow exhibitors to import and reexport the civilian weapons displayed on the Eurosatory Show without any further formality.

 

  1. Dual use goods

 

  • They freely enter France from all countries.
  • They can return freely to European Union member States.
  • For non-EU countries, COGES will apply, on exhibitors’ request and on their behalf, for authorizations that will allow their dual use goods to leave France.

 

  1. Internal security goods (European Union so called “Torture” Regulation 2019/125)

 

  • Some goods such as electric discharge weapons, water cannons, equipment disseminating incapacitating or irritating chemical substances and a few other internal repression equipment can enter France if an export license is previously obtained.
  • COGES can apply, on exhibitor’s request and behalf, for an authorization that will allow such goods to leave France.

 

  1. Important notices

 

  • Weapons and equipment prohibited by International Conventions and European regulations cannot enter France[2].
  • Authorized goods shall enter France through temporary customs procedure.
  • Authorized goods shall leave France bound to the same country they entered from. For different destinations or routes, refer to COGES.
